Export and preferential import tariff rates to apply from 10, July 2020

The Government has issued Decree No. 57/2020/ND-CP amending Decree No. 122/2016/ND-CP and Decree No. 125/2017/ND-CP amending Decree No. 122/2016/ ND-CP on the Export Tariff and the Preferential Import Tariff, in which adjust export and import tariff rates for a number of items to promote the development of agriculture, mechanics, automotive industry and supporting industries.
Accordingly, the export and preferential import tariff rates will be applied in accordance with the schedule of items subject to import and export dutiable goods, the schedule of goods and the absolute, compound and out-of-quota import tariff rates issued together with Decree 57/2020/ND-CP.
In order to support the automobile production, Decree 57/2020/ND-CP has supplemented the provisions of applying 0% preferential import tariff rate to materials, supplies and components that have not yet been domestically produced to manufacture, process (assemble) supporting products which are prioritized for the automobile manufacturing and assembly industry in the period of 2020-2024. According to the provisions, enterprises that manufacturing, processing (assembling) components and spare parts of automobiles shall be eligible to the import tariff rate of 0% for the goods in the preferential review period if meeting the prescribed conditions: investment certificate or investment registration certificate or enterprise registration certificate or business registration certificate; Ownership or right to use production and processing facilities and machinery, equipment at manufacturing and processing facilities, etc… The preferential review period must not exceed 6 months from January 1 to June 30 or from July 1 to December 31 annually. In order to apply for the 0% tariff rate, enterprises must submit required documents to the customs offices where the enterprises are headquartered or where production, processing (assembly) facilities register for participating in the Tariff Preferential Program for automobile supporting industry.
In addition, this Decree has abolished the content of provisions on preferential import tariff rates for a number of goods subject to WTO commitments from January 1, 2019 onwards in Decree 125/2017/ND-CP and the Appendix attached to Decree 125/2017/ND-CP because the committed tariffs has been reflected in the schedule since 2019

Decree 57/2020/ND-CP takes effect from July 10, 2020, except for the provisions on preferential import tariff rates for imported automobile components under the Tariff Preferential Program applied from January 1, 2020.
