Vietnam allows exports of medical face masks to countries affected by the epidemic

Prime Minister Nguyễn Xuân Phúc has approved the export of medical face masks and protective clothing providing domestic demand, including reserves, is met. However, these products could only be exported to countries heavily affected by the COVID-19 pandemic.

The Prime Minister tasked the Ministry of Health, the Ministry of Industry and Trade, and other relevant agencies to take early actions as many countries are facing shortages of these products in the fight against the COVID-19 pandemic. He also tasked the Ministry of Health to propose amendments to the Government’s Resolution 20/NQ-CP dated February 28 to facilitate exports of these products.

Under the provisions of Resolution No. 20 / NQ-CP dated February 28, 2020, Viet Nam applies the export licensing regime for medical masks in the stage of preventing and controlling COVID-19 epidemic and only allows the export of medical masks for the purpose of humanitarian aid or international assistance implemented by the Vietnamese Government (up to 25% of output for export, 75% of output for domestic usage). This regulation aimed to give priority to the fight against the pandemic in the country and ensure adequate medical equipment for doctors

Therefore, the General Department of Customs directs provincial, municipal Customs Departments to only handle procedures for exporting medical masks in the following cases: (i)  Enterprises licensed by the Ministry of Health to export masks for humanitarian aid or international assistance purposes provided by the Vietnamese Government; (ii)  Export processing enterprises with business investment certificates granted by competent agencies to conduct processing contracts with foreign countries signed before March 1, 2020. According to the regulations, the processing contract must be notified to the customs authorities before March 1, 2020.

However with the Prime Minister’s move, producers can now export medical face masks without a cap on the export volume, providing domestic demand is met.

According to the Ministry of Industry and Trade, there are about 20 textile companies in Vietnam producing anti-bacterial cloth face masks.  The domestic firms also no longer have to rely on imported materials such as antibacterial fabrics or chemical substance. They could produce antibacterial fabrics made from domestically biological materials. ​
