General Department of Viet Nam Customs deploys measures to prevent and control the effects of corona virus

In preventing and controlling the effects caused by corona virus (2019-nCoV), General Department of Viet Nam Customs (GDVC) issued Document No.676/TCHQ-GSQL dated February 05, 2020 directs local Customs Departments of provinces and cities to implement measures as follows:

The customs procedures for exporting mask products must be carried out strictly according to the provisions of law as regulated in the Decree 69/2018/NĐ-CP dated 15/05/2018, “surgical masks” are not specified in the list of prohibited or temporary suspended export or export restricted or license required products.

Import and export activities and cross-border transportation are implemented under the direction of Prime Minister in the Notification of the Office of the Government. Therefore, GDVC has sent dispatches to local Customs Department to direct their Sub-Departments to carry out customs procedures strictly according to the provisions of law and coordinate with relevant authorities at border gates to closely supervise the movement of means of transport and the operators of vehicles transporting goods (without passengers) in the area of ​​customs operation to ensure prevention of risks of possible disease transmission.

In addition, the Customs Departments of the Northern Border Provinces (Lang Son, Quang Ninh, Cao Bang, Ha Giang, Lao Cai and Dien Bien) set up working groups to support export and import activities, prevent disease and act as a focal point for supplying and exchanging information with the GVDC when necessary.

Earlier, on January 31, 2020, the GVDC issued Document No. 587 /TCHQ-GSQL to request Customs Departments of provinces and cities to direct their Sub-Departments to take some measures to enhance public prevention and control of acute respiratory infections caused by new strains of corona virus and to ensure safety for customs officials during the performance of their duties at the border gates. In particular, the units actively procure and equip custom officials and employees to directly perform jobs in contact with passengers, means of transport, goods and luggage of passengers on exit and entry; Custom officials and employees doing patrol and control work in border areas with facilities, equipment and supplies that are necessary for disease prevention and control under the direction of the GDVC.

Custom officials when performing the task of actual inspection of goods, luggage, and vehicles must wear masks, gloves with disease prevention standards as recommended by the Ministry of Health; Arranging isolation areas at physical goods inspection places to conduct inspections of living animals and foods processed from animals imported from China; Disinfect, personal hygiene after completing the work.

In addition, the Custom Authorities take precautions as recommended by the World Health Organization (WHO) and the Ministry of Health on websites to monitor the developments, situation and notices of the governments of the bordering countries on the implementation of epidemic prevention and control measures that affect the exit and entry of passengers and means of transport; export and import goods with Viet Nam, promptly give solutions to ensure effective prevention and control of epidemics. 

Implementing the instruction in Document No.808/VPCP-KTTH dated February 5, 2020 to ensure normal import and export activities and cross-border transportation of goods, and meet the requirements of prevention and control of epidemic of corona virus, goods clearance activities were resumed at Huu Nghi international border gate (Lang Son). This is also a solution to untie agricultural products left in the Huu Nghi international border gate from the Lunar New Year to the end of February 4, 2020.

Up to 18:00 on February 5, 2020, the Customs Sub-Department of Huu Nghi International Border Gate has cleared customs procedures for 60 vehicles. In particular, most of Viet Nam’s agricultural products are exported and some electronic components are imported.
