The General Department of Vietnam Customs officially announced that procedures of vessels on entry or exit at Long Binh inland seaport would be operated through the National Single Window system (Long Binh inland seaport at Long Binh Ward, District 9, Ho Chi Minh City)
Accordingly, all shipping lines, agents, forwarders will carry out declaration procedures related to vessels on exit and entry at the Long Binh inland seaport including the e-manifest through the National Single Window Portal at https://vnsw.gov.vn from 05th Oct. 2018. When declaring on the NSW Portal, the declarants must use the digital signature.
The carriers and shipping agents must register/update accounts, prepare digital signatures for declaration of information on the NSW Portal at https: //vnsw.gov.vn (instructions for registration of accounts, digital signatures and user manual system should be downloaded on the NSW Portal).
The General Department of Vietnam Customs suggested state authorities (including state port Administration, Border Guard, Medical Quarantine of the Ministry of Health, Animal Quarantine, Plant Health Inspection under the Ministry of Agriculture and Rural Development) to take the initiative in coordinating for the implementation of NSW. From 05th to 15th Oct.2018, agencies shall arrange staffs to work in accordance with the regulations to deal with the encounters incidents.
The General Department of Vietnam Customs requested the Ho Chi Minh City Customs Departments to notify the belonging branches of the above-mentioned implementation plan so that these branches receive the declaration of procedures for vessels through the NSW system (customs officers use the E-Manifest processing system). The Department should actively coordinate with state management agencies at ports to implement the NSW procedures, review the demand for account registration and take the initiative to issue e-manifest account for customs officers. Previously, the entry and exit procedures of vessels at Long An inland seaport have been implemented via NSW Portal since July 25. After more than one month of implementation, 40 dossiers for Vietnamese and foreign vessels on entry and exit have been received and processed via NSW system. Initially, the system has facilitated the implementation of the procedures for entry and exit of the vessels and received lots of positive feedback from the shipping lines and agents.
