Tax issues, classification of goods, temporary importation for re-exportation, certificates of origin, goods sent via postal service, express delivery ... are the main contents of the documents posted on the customs e-Portal in the 4th week of August 2017.
Guiding for implementation of Decision no.15/2017/QD-TTg on goods sent via postal and express couriers, the General Department of Customs issued official letter no.5384/TCHQ-GSQL dated 15 Aug 2017. As the Decision no.15/2017/QD-TTg does not specify location of customs clearance for imported goods sent via postal and express couriers, Customs Branch on express delivery and enterprises continue to carry out customs procedures in accordance with Circular no. 49/2015/TT-BTC dated 14 Apr 2015 and Circular no.191/2015/TT-BTC dated 24 Nov 2015 for goods specified in Article 1 of Decision no.15/2017/QD-TTg being sent via post or express couriers until new guiding documents are issued.
In reply to the official letter of the General Department of Customs on the procedures for "3-wire teleferic system", the Ministry of Labor - Invalids and Social Affairs said that at present, the Ministry hasn’t got basis to set up the regulations on procedures and specialized authorities to inspect the quality of goods in import. In this period, the "3-wire teleferic system" is managed in terms of quality and safety in post clearance on the basis of standard conformity certification and technical safety after installation and periodical use. About the HS code of specialized vehicles for lifting disabled people on the plane, the General Department of Customs said that the item which is designed specifically for the purpose of lifting and lowering disabled people up and down and in the airport to be in the heading 87.05, HS code 8705.90.90. The details are explained in official Letter no.5531/TCHQ-TXNK dated 22 Aug 2017 of the General Department of Customs.
On 18 Aug 2017, the Drug Administration Department of the Ministry of Health issued Decision no.303/QD-QLD on withdrawal of circulation registration number from the list of drugs granted registration number in circulation in Vietnam. The detailed list of 03 drugs being withdrawn the registration numbers, suspension of circulation and collection of medicines currently circulating in Vietnam is promulgated together with this Decision.
Regarding to the tax of fire materials, the General Department of Customs issued the official Letter no. 5529/TCHQ-TXNK dated 22 Aug 2017, guiding tax policy on some certain cases. In addition, the official letter also guides the dossiers and procedures related to the proposal for consideration of tax exemption and reduction.
On 28 July 2017, the Ministry of Industry and Trade issued Circular no. 11/2017/TT-BTC on activities of temporary importation for re-exportation, vice versa and transshipment of goods. This Circular takes effect on 11 September 2017, repealing Circular no. 05/2014/TT-BCT dated 27 January 2014 and Article 2 of Circular no.27/2016/TT-BCT dated 05 December 2016.
During the week, in addition to the above documents, the Customs e-Portal has been updated with Circular no. 20/2017/TT-BLDTBXH dated 26 July 2017 of the Ministry of Labor - Invalids and Social Affairs, promulgating national standards on work safety on steam and hot water pipelines; Circular no. 20/2017 /TT-BYT dated 10 May 2017 of the Ministry of Health, detailing a number of articles of the Law on pharmacy and Decree No. 54/2017/ND-CP dated 08 May 2017 on drugs and drug materials controlled in a special way.
