Training Conference on Circular 22/2014/TT-BTC of Ministry of Finance and customs procedures for implementing VNACCS/VCIS system.

On March 13th, 2014, General Department of Vietnam Customs held the training Conference for customs officers on Circular 22/2014/TT-BTC of February 14th, 2014, stipulating e-customs procedures on commercial imported-exported goods and customs procedures for implementing VNACCS/VCIS system.

The Conference was attended by Mr. Vu Ngoc Anh - Vice Director General of Vietnam Customs cum Head of Implementation Board of VNACCS/VCIS project, and representatives of 18 local Customs Departments in the North and Customs Units of General Department of Vietnam Customs.
The Conference aimed at providing customs officers with basic content of Circular 22/2014/TT-BTC and customs procedures applied on imported-exported goods.
Within two days of March 13th and 14th, 2014, the Conference gave general introduction about the new regulations of Circular 22 and instructed e-customs procedures  on imported – exported goods traded by the forms of purchasing contracts, outsourcing, exporting production, processing, etc.

Training conference on Circular 22/2014/TT-BTC for implementing VNACCS/VCIS system

VNACCS/VCIS system is planned to operate officially since April 1st, 2014. To ensure legal foundation for official operation, Ministry of Finance (MOF) promulgated Circular 22/2014/TT-BTC of February 14th, 2014 that stipulate e-customs procedures on commercial imported – exported goods.
The Circular included 5 chapters, 35 articles, and 3 appendixes to ensure the implementation of e-customs procedures on system consists:
Chapter 1: General provisions (including 7 articles) regulate on governing scope, applicability, interpretation of terms, E-customs declarant, e-customs data processing system, time limit of e-customs declaration.
Chapter 2: Customs procedures on imported- exported goods according to purchasing contract (included 14 articles) which define general rules on e-customs dossier; prior registration of imported - exported goods information; customs declaration; cancellation of declaration form; receiving, checking, registering and classifying customs declarations; checking customs record and physical examination of goods during doing customs procedures; good preservation/ goods release/ customs clearance, currency exchange, guarantee, tax collection; examining e-certificates;
Chapter 3:  Customs procedures on other types (processing, exporting production, outsourcing, temporary imported for re-exported goods, etc);
Chapter 4: Customs supervision and goods transportation under (including 3 articles) regulating on customs supervision; reasons to define the exported goods; customs procedures on goods transported under customs supervision.
Chapter 5:  Implementation provisions (including two articles) regulate effectiveness and implementation responsibilities
